Description of changes:

supports a custom delay for the incremental traffic
supports multiple environments in the same aws account e.g.: dev, test, and prod
added cleanup for the CQLReplicator ledger
added a check for available DPUs before running the replication process
updated README.MD
added a flag to skip the discovery process if it's already running
