Update 07_01_Metadata notebook with Kubeflow Metadata SDK 0.3.1 support

Issue #28 , if available:

• Since Kubeflow Metadata has released SDK 0.3.1 and a newer version of example, I also update our corresponding Metadata notebook.

• A small issue is in the 07_01_Metadata notebook, at the bottom of the notebook, the image is not represented well.

Description of changes:

• Add support for Kubeflow Metadata SDK 0.3.1.

• The reason for the issue is the image name mismatched, simply modify the image name fix the problem.

Is SDK 0.3.1. part of gcr.io/kubeflow-images-public/tensorflow-1.15.2-notebook-gpu:1.0.0?

Make sure you clear output before check in.

SDK 0.3.1 is not default package in the gcr.io/kubeflow-images-public/tensorflow-1.15.2-notebook-gpu:1.0.0 or gcr.io/kubeflow-images-public/tensorflow-2.1.0-notebook-cpu:1.0.0. We have to manually install it. @Jeffwan

Does you mean it use lower version or it's not there?
