Description of changes:
Provide documentation for configuring LMS Platform Setup, Tool OIDC IDP Setup, and eLTI Configuration. The documentation walkthrough uses Canvas as the LMS and Amazon Cognito as the Tool OIDC IDP. The documentation will be of use to other LMSs and Tool OIDCs.
Note: Includes a fix for the launch flow when a Tool OIDC is configured.
