Modal window required: When adding an approval or eligibility policy, clicking out of the window loses changes #216

When adding either an approval or eligibility policy, an overlay window is shown.

If the user clicks the mouse outside of this window then the window closes and any changes made so far are lost.

The desired behaviour would be for this window to be modal preventing the user from clicking outside and losing changes.

After several lost policies, I can say with certainty that the current behaviour can be very frustrating, especially when creating policies covering many accounts.
