edge case: otl-service-launcher doesn't work when the target Outpost doesn't have a COIP pool #16

This edge case can come up under certain circumstances. Primary culprit is the on_prem_vpc module but the outpost subnets in otl-service-launcher/vpc.tf also depend on knowing the COIP pool ID.
