Head node help panels

Description

Add Cloudscape Help Panels to the Head node section of the wizard.

Changes

• add main Head node help panel
• add Slurm settings help panel
• fix a bug causing a wrong re-render of the help panel inside the wizard

Verified that the right help panels appear during the wizard
