update service catalog cdk to use latest version

Description of changes:

• Updated service catalog cdk to use the default package instead of alpha.
• Removed references for PREPROD_REGION and PROD_REGION and use DEFAULT_DEPLOYMENT_REGION variable instead.
• added awscli to the requirements file
