Improvements to setup, adding a Dockerfile with all pre-requisites #39

So I was trying to get set up with this and going through it, the environmental specifics made it a little tricky.

To aid people getting started I have created a Dockerfile and added some text to the README file to enable people to get started. The aim here is to remove the dependency of having the right environment and just have it all contained within the Dockerfile.
