Added fargate tests #29

Added tests for the fargate wrapper stacks (vpc-bastion-fargate and vpc-bastion-fargate-rds), with six possible combinations for vpc-bastion-fargate-rds:

LB Alarm Enabled only
LB Alarm and DB Alarm enabled
LB Alarm, DB Alarm and Enhanced monitoring enabled
DB Alarm Enabled only
DB Alarm and Enhanced Monitoring enabled
No Alarms

Updated with changes and tested with v3 of CFN templates.
