Description of changes: Simplified the example notebook for storing and analyzing genomic data with AWS HealthOmics.

Move helper functions to utils module
Use regionalized source data bucket for S3 URIs
Refactored cell flow to
- install and load package dependencies (e.g. awswrangler) at start of notebook
- establish core resources (Omics IAM Role, Omics client, source bucket name) at start of notebook
- Focus on Reference import, Variant Import and querying, Annotation import and querying
cleaned up code comments
