optimizing handling of WAFOptimisticLockException

Description of changes:

Added a method to log when given up.
Only apply backoff decorator in case of WAFOptimisticLockException
Assuming Retries for WAFLimitsExceededException and WAFInternalErrorException will be taken care by the boto3 library itself
Added preferred option of jitter
Added max_tries count for WAFOptimisticLockException
