Improve UI management of compartment sizing and window/page sizing #171
We'd like the UI to have better context of the page size and keep diagram/lower compartment area correctly sized for the available area. When visible, we should keep the lower compartment dynamically sized to about 25% of the browser's page area. When hidden, the diagram area should take up all of the page space.
