Description of changes:

add QueueArn parameter in cloudformation template and Queue parameter during job scheduling.

Thanks for the request. I'm closing this PR since current versions are node.js 18 and python 3.11, but I'm curious about the use case for adding the QueueArn parameter to the template. Feel free to reopen it separately as a feature request
