Bump protobufjs from 6.11.3 to 7.2.4

Issue #: protobufjs 6.11.3 has a high risk vulnerability.

Description of changes:

• Bump protobufjs from 6.11.3 to 7.2.4
  • Note: There're three breaking change in protobuf@7.0.0, but they should not affect us. https://github.com/protobufjs/protobuf.js/blob/master/CHANGELOG.md#700-2022-07-08

    BREAKING CHANGES

    1. drop support for Node 4, 6, 8, 10 (#1764)
    2. move command line tool to a new package named protobufjs-cli (#1234)
    3. encoding of empty Buffers (#1514)

• Set esModuleInterop to true in tsconfig.json, and update several import statements.
