Description of changes: This commit adds integration for the Chime SDK meeting features API, which allows for configuring the max resolution of the meeting. Along with those changes, it also enables VP9 and AV1 codecs. VP9 codec has the ability to enable SVC for up to 9 resolution and framerate layers. More information can be found in the guides attached to these commits.
