Update aws sdk go to v1.35.20 [WIP] #370

Summary

related ecs-agent PR: https://github.com/aws/amazon-ecs-agent/pull/2707 This will update the aws-sdk-go to 1.35.20 (the latest version as of this PR).

Implementation details

make get-dep to install dep on my instance. (I also updated the Makefile to add the get-dep target.) I then updated the gopkg.toml and ran dep ensure to pull in this latest version of aws-sdk-go. then make gogenerate to re-generate mocks.

Testing

I ran make test tested build with make release

New tests cover the changes: no
