related ecs-agent PR: aws/amazon-ecs-agent#2707
This will update the aws-sdk-go to 1.35.37 (the latest version as of this PR).
Implementation details
make get-dep to install dep on my instance. (I also updated the Makefile to add the get-dep target.)
I then updated the gopkg.toml and ran dep ensure to pull in this latest version of aws-sdk-go.
then make gogenerate to re-generate mocks.
Testing
I ran make test and make static-check (which initially failed due to go vet finding logger config distasteful)
tested build with make
New tests cover the changes: no
