Summary

Merge dev branch into feature/ecs-anywhere-ga feature branch, mostly to update agent version so package build can pin to latest agent.

Implementation details

Few conflicts mostly resolved by keeping changes in dev branch (mostly changelog changes).

Testing

Rely on pull request test.
