Grafana SLO support #65

We'd love to be able to use Grafana SLO (https://grafana.com/docs/grafana-cloud/alerting-and-irm/slo/) in our AWS Managed Grafana workspace.

The main use case for us is just overlaying our SLOs on existing panels, triggering alerts on things like SLOs and burn rates, and generating reports. We can technically do all of these things ourselves at the moment, but it would be a lot nicer to have that functionality natively supported.

We current manually set SLO targets and alert on that single metric in a single window. We don't do any multi-window alerting, since I don't think that's actual possible with "regular" grafana (ie, an alert that fires if something is in alarm condition for 1 hour but resolves if it's fixed after 3 minutes), which would be really beneficial.
