Initial Docker Compose setup for Airflow v2.8.x/v2.9.x

Overview

To start, we would like to have an initial Docker Compose configuration that makes it easy to run Airflow locally. This will aid the upcoming tasks to rewrite and open source Amazon MWAA Airflow image.

Notice that the actual version will be determined close to the end of the work on Milestone 1 - Supporting Airflow v2.8.x/v2.9.x.

Acceptance Criteria

• A Docker Compose configuration that enables running Airflow locally.
• The configuration should a scheduler, worker, web server, and a triggerer.
• It should also setup a Postgres for the Airflow metadata.
• For Celery, we need to use SQS as that is what Amazon MWAA uses. For this, we want to use elasticmq.
