After #6 is done, we want to support CloudWatch for metrics. This involves refactoring and open sourcing the Amazon MWAA internal metrics reporting code.

Refactor and open source Amazon MWAA metrics reporting code.
At this point, we are only targeting making the container publish metrics, not actually open sourcing the internal CloudWatch agent.
