Summary
Added AWS signing workflow to taco building.
Description
Added AWS signing workflow to taco building and moved into main CI file.
Also updated PR template to remove inactive account, increased artifact retention to 10 days to access older PR items, removed the unneeded token for CodeCov, and upgraded action versions where available.
