Bump to 3.0.0-SNAPSHOT and AWS SDK 2 #26

Upgraded to 3.0.0-SNAPSHOT of the sigv4 signer which used SDK 2 which is heading EOL. Created a separate 2.x-dev branch for ongoing developing with SDK 1.
