Unable to install intellij-plugins integration

Checks I ran q doctor in the affected command line session and it didn't resolve my issue I ran q restart and it didn't resolve my issue I searched and there are no duplicates of my issue *

Expected behaviour: after running q integrations install intellij-plugins, the intellij plugins should be installed

Actual behaviour:
