Unable to open links to files in Traceback, getting "No file system handle registered" error

Issue Description

minimal sample attached: br.tgz

Create notebook, import python file
click on the ~/my_import.py:2 link to get to location of error and you get

Expected Behavior

Clicking the link opens the file in studio

Observed Behavior

error pops up. Note that the error doesn't happen when pasting the link in the Terminal
