Add Support Debian/Raspbian Bullseye (11) #423

Per https://docs.aws.amazon.com/systems-manager/latest/userguide/prereqs-operating-systems.html, the current stable release of Debian / Raspbian is not supported.

Similar to #412, #413, & #414
