Expand integration test coverage for unmanaged ENIs #2474

What would you like to be added: An integration test dedicated to unmanaged ENIs

Why is this needed: Recent refactoring around node initialization led to a regression related to unmanaged ENIs: https://github.com/aws/amazon-vpc-cni-k8s/issues/2470. We need better integration test coverage for unmanaged ENIs to prevent future regressions.
