Ipv6 support for app runner #114

With the advent of VPCs, ECS and lambda supporting ipv6, it would be great to have app runner available on ipv6 as this would allow customers to avoid ELB for ipv6 visibility. Also for ipv6 only customers, it would remove the requirement for ipv4 subnets to cater for the app runner ENI for custom VPC and internal services.

I'm looking for an Heroku alternative (which is not supporting IPv6) that is just as simple, and IPv6 support is a must for our customer. So yes, +1 (in a hope to bump this issue better than the emoji do)
