Add support to "Activate AWS user-defined 'cost allocation tags' programmatically" #19977

Describe the feature

I would like to have a feature to "activate" the user-defined cost allocation tags programmatically. Unless I can't find it, there doesn't appear to be an available AWS API method

Use Case

Whenever I want to activate the user-defined cost allocation tags, I need to log into my payer account and manually click a button or two to activate the tags. This seems like a glaringly obvious shortcoming.

I would like to have a feature, where I could maintain / activate the cost-allocation-tags programmatically

This isn't supported by CloudFormation, but we can make use of the CE UpdateCostAllocationTagsStatus API call in a custom resource.

This issue has been marked as p2, which means that we are unable to work on this immediately, and likely won't be able to for a while.

We use +1s to help prioritize our work, and are happy to revaluate this issue based on community feedback. You can reach out to the cdk.dev community on Slack to solicit support for reprioritization.
