Overview:

Use AWS AppConfig, a capability of AWS Systems Manager, to create, manage, and quickly deploy application configurations. AppConfig supports controlled deployments to applications of any size and includes built-in validation checks and monitoring. You can use AppConfig with applications hosted on Amazon EC2 instances, AWS Lambda, containers, mobile applications, or IoT devices.

Would be nice to have lambda_layer_appconfig similar to lambda_layer_awscli etc.

Maybe at least codify the layer ARNs so we don't have to manage https://docs.aws.amazon.com/appconfig/latest/userguide/appconfig-integration-lambda-extensions-versions.html#appconfig-integration-lambda-extensions-enabling-ARM64 ourselves? Happy to send that PR, I see some lambda ARNs defined in region-info already...
