The CLI v2 CHANGELOG.rst has not be able to render on GitHub for quite some time due to it contain both the CLI v1 and v2 histories. This has also meant it's been growing twice as fast as the CLI v1 log.
This PR draft is a proposal to remove the CLI v1 contents from the CLI v2 log. The information is still available and up to date on the CLI v1 branch if needed. Including it in the CLI v2 log is arguably inaccurate since we're still generating newer copies of v1 in this log, long after the release of v2.0.0.
