chore(MPL): Update README and primary pydocs #658

Description of changes:

Update README and primary pydocs to talk about the MPL
Create a deprecated decorator. This isn't used right now, but will be used to deprecate components when we are ready. (Creating and testing this decorator was work that I don't want to get lost.)
