fix(test): Fix building ESDK-Net #703

Description of changes:

Pull in Dafny version ESDK-Dafny's project.properties. (CI was failing because ESDK now uses 4.8.)
Point at ESDK-Dafny mainline's TestVector runner
Point at published ESDK-Dafny for the ESDK used by the TestVector runner
