Add docker container images for amd64 and arm64 #19

This PR adds a new workflow that will produce docker container images for two arch: amd64 and arm64. These images add a new way to quickly deploy the fleetwise agent on a container runtime such as the one included into EWOAL, the SOAFEE reference implementation.

Thanks for the PR! We're working on providing pre-built binaries of the AWS IoT FleetWise Edge Agent, and will provide feedback when this is possible.

Distribution of Docker images (and binary executables) is provided by #28, hence closing this PR
