Description of changes:

Clean up EOL/ESM os and runtime versions from os compatibility tests

• clean up EOL oss:
  • alpine 3.9, 3.10, 3.11, 3.12
  • centos 8
  • ubuntu 18.04 (ESM)
• add more recent os versions
  • alpine 3.13, 3.14, 3.15
  • debian bullseye
  • ubuntu 22.04
• clean up EOL python3.6 runtime
