fix: Switch to bollard for docker API interaction #594

Description of changes:

The shiplift library which is currently used to interact with the docker API is unmaintained. Switch to bollard which is an actively maintained and fairly popular library.

NOTE: This is currently untested. I'm submitting this to accelerate fixing the issue and will be testing soon.
