Description

Bump requests from 2.28.1 to 2.31.0 to solve https://github.com/aws/aws-parallelcluster-ui/security/dependabot/9.

How Has This Been Tested?

• Bumped requests version in requirements.in
• Ran pip-compile to generate requirements.txt
• Installed deps in virtualenv through pip install -r requirements.txt
• Successfully started and navigated through the portal, creating and deleting a cluster
