Minor changes to script and documentation related to the local dev process.
Added log lines in build_and_release_image.sh
Added instructions about how to build and publish a PCUI image in personal account.
Specify AWS region in update-environment-infra.sh so that it can be used in whatever region, not only the one assumed for the demo environment (eu-west-1).
