[Dependencies] Bump default ParallelCluster version to 3.8.0b1. #287

Changes

Bump default ParallelCluster version to 3.8.0b1, covering both production code and operational scripts.

Notes The goal of this change is not to provide feature parity with ParallelCluster 3.8.0b1.

How Has This Been Tested?

  1. Deployed PCUI with pcluster 3.8.0b1
  2. Created and deleted a cluster using a configuration file that triggers all the features introduced in 3.8.0b1: custom munge key, custom slurm db name, alarms, dra for fsx lustre.
