Subject is pretty much it.

Motivation is obviously secure access from the vpc to the proton service. This vpc endpoint would need to be able to be configured with and endpoint policy. The proton api calls should be configurable with resource policies that can restrict API calls such that they can only come via the vpc endpoint. This is already possible for resources such as S3 buckets, similar setup for proton should be implemented.
