Codegen update containing the following changes

ProviderError logging
timestamp serialization now includes millis in applicable cases https://smithy.io/2.0/spec/protocol-traits.html#timestampformat-trait
[x] legacy e2e
[x] e2e
[x] CI (unit, integ)
[x] protocol tests
