Move to the V2 telemetry client

• Move to the V2 client, with attached account ID
• Convert some of the metric names/clean up some of the metrics

Splitting this up without putting out a broken PR was proving to be very difficult

Just as a whole, should we be removing metrics in this PR (e.g. Maven, some of the Lambda analytics, etc.)?

Yes, when there doesn't seem to be a reason for it to exist, no reason to record it. Weird things like "this is using maven" (????) are useless
