Q transform Next Step section shows an empty step 2. #4627

Describe the bug When running a Q transformation from from Java 8 to Java 17, the step 2 of "Next steps" section is empty.

To reproduce

  1. Run a partially successful transformation.
  2. Download the transformation summary.
  3. Check the next steps section at the bottom of the page, you will see step 2 empty.

Expected behavior I would expect a non empty step 2.
