Description

reasonDesc parameter was not added to the client side telemetry in this PR- 4600.
Fixed this in this PR along with log message.

Tests are failing

reasonDesc parameter is not in aws-toolkit-common yet: https://github.com/aws/aws-toolkit-common/pull/771
