CodeWhisperer suggestions are being provided without accepting the ToS #3019

Problem

See title

Steps to reproduce the issue

  1. Fresh install of VSC (or clear the local state)
  2. Install the latest Toolkit
  3. Connect using AWS Builder ID
  4. Open a .js file and start typing

Expected behavior

CodeWhisperer should do nothing until the ToS is accepted

System details (run the AWS: About Toolkit command)

Closing this as I could not reproduce. The original issue was likely from caching.
