Add public CI #85

Expected Behavior

Build & test data should be available to users via public CI.

Current Behavior

Build & test data is not available to users via public CI.

Possible Solution

Add public CI.

Context

We could Earn Trust by making build & test data available to users via public CI. This would also provide a self-describing way to help new contributors understand how the build & test systems work.
