Define style standards

Description

Adds a .editorconfig config file for defining style standards in an IDE-independent solution.

Motivation and Context

Resolves #86

Testing

Enabled editorconfig extension in my IDE (Visual Studio Code) and standards were automatically applied. Waiting on feedback to commit applied formatting standards.
