Update VPC-CNI tags to v1.18.1
Update NP Agent tags to v1.1.1

Seems like the bot https://github.com/aws/eks-charts/pull/1101 was too slow. This bug https://github.com/aws/amazon-vpc-cni-k8s/pull/2841 still exists in the eks-charts.
