This PR simply updates the required version of ray to 2.9.1. 2.9.1 contains an important bugfix that ensures that when a Ray Dataset is constructed from reading a file that is local to a node, the read operation will not get performed on any other nodes. While not required reading, see this issue I raised for additional context.
