Enable particles sorting inside particle library and editor particle component

This change is aimed to increase speed of searching and selecting current particles by Level Designers and FVX Artists.

Following changes were made:

Enabled particles sorting inside a particle library (in both ascending and descending order). Sorting order is controlled by the new setting added to the General settings page;
Enabled particles sorting for Particle Component (Entity Inspector). In this case particles are always sorted in ascending order.
